Adding cities

I'm guessing there isn't a way to do this? Or to edit the existing ones?

Yes in the default.dat file is a cities list

What do I edit it in? Excel didn't work very well.

Any database program. Access is the best, or you can also try a google search for .mdb editors. Backing up the default.dat file first is recommended.
