Default How does one create a draft file?

I'm in the process of creating a hoops universe by tweaking the default database ratings and changing player names to fictional names I've created. I'd like to have the same kind of total control over each year's draft, but I've no idea how to create a draft file.

Is it possible to create a base draft file (or edit an existing one) and then just re-import it every year after tweaking player ratings, names, etc.? If I'm going to all this trouble to customize my game, I want to customize the drafts as well if possible.

I couldn't figure out how to edit Blazer's RKF file ... anybody know what I can do?

You'll need a database to program to edit that file, which would work as a base to edit the info from. If you don't have Access, a google search should bring a number of options for editing/viewing .mdb files.
